Patch 1.278

1. The order for current servers will be changed. (Server select button for Arizona
and New York will be switched.)

2. The restriction for BBs entering Great Battle 2 with Guns lower than 11 inch will be
applied for all BB ships.

3. Due to confusion of many players, the limit level for classing neutral sailors will be
changed from '24' to '25'. Any neutral sailor 'above' level 25, will not be able to chose
nationality or class.

4. Level limitation setting function for normal room will be activating again.
