People like using Seaman on CV's. They can boost all of your pilots. Also, on the ships
with limited personnel slots, they are a way to boost up the stats in an area where you
don't have any dedicated support. I use mine on SS's.

Put all your questions in a single thread please, instead of making multiple threads.

The Seaman improves the performance of all other sailors on your ship, but not beyond
the capped values. ie., it can improve the performance of your gunners and your
support crew, but this is pointless since accuracy and reload are easy to cap out, and
you would get much better improved support by using a dedicated support sailor
(Repairer or Engineer).

So, short answer: the Seaman is useless, don't use it on a BB.
