11/11 are a good bet because they are easy to roll, they might even be starter sailors now.... As Andy has said though, the 10/10 gunners are perfectly fine for KM, in fact I use a 9/9 gunner on my Kaiser and he is no worse than my 10/10.
Make sure if you are going to roll sailors that you do it after you get 50k points and credits, then make a trade room politely asking for points and normally higher level players will come in and give you 100k or something.
