TheFaller: The Agano's advantages conflict with each-other and are often offset by its weaknesses.
It has long range (approximately equivalent to the Cleveland with one of the correct guns, or comparable with some CAs if you're silly and use the triple 6.1 L), but a bad FCS (CL 1). The Agano's large size (for its class) and low DP mean that it needs to keep range, but it has at best meh cruise speed and see the above on guns. And given its small number of 'large' R-slots, DD-type guns are not an option. (You don't want to be outgunned by a Yubari or Tsukikei, do you?)
Other aspects suggest that one should play the Agano like a DD, despite this being less effective than an actual DD. The high OH ratio, good turning force, and rather good torpedoes all tempt you to close in. The last are particularly evil, since despite their effectiveness against rushing DDs, they help to make escaping those same ships impossible.
I've heard it semi-seriously suggested that you should take the Agano to GBs and follow around friendly Nelsons with your large (7 T1/3, 5 T2/4) scout complement. Too bad that your AA is so lacking... =/
