Well IJN AA gunners arn't broken, these sailors allow you to unlock the A guns. Also the 4.7 duals, that are commonly used on the B65, yamato, super yamato, and most likely see on the amagi as well.
However the way to class the aa ijn is broken, since you lose reload and accuracy if you class at level, the proper way to class them is get both gunners preferably 11/11 base stats, class them up to armament sailors.
After that a lot of people say wait till atleast level 70 until you class them, but the longer you wait the better they will get. So therefore the best IJN AA gunners you can have is Elite Reload gunners kept as an armament sailor until level 120. I didn't class mine until level 87 (base 10/11) and they work great now, they reload capped around 110 on the 4.7 duals.
The reason why you shouldn't care about aaw stat like angus said previous it is broken. If you have any kind of aaw on any of your sailors, your ship will have aaw come off of it, since the last patch if none of sailors have any aaw ability then your ship will not get aaw.
The other reason why it is broken, your ship will get the total amount of aaw as it can give out. For instanceif you have a SY with total ability of all its crew aaw is 1000 and another SY with total ability of aaw is 3000. They will both give out the same amount of aaw. The reason say a monty gives out more than a SY is because different lines give out a different amount, US does the most then its UK then MN, not sure if its KM or IJN next, but you get the idea.
Therefore it is broken because you can have tons of aaw ability on your entire SY crew and never get US aaw on your ship. Their are aaw caps on each ship on how much aaw they can produce and put out. These caps are very easy to reach pretty much if you have aaw stat you've reached the cap.
I would say don't dismiss until you put up screen shots of both of them, so we can see their abilities, and what level they are, as well as their growth rates.
