Stripped down leningrad goes 89 knots with DD engine 1 heavy.

if you add one deck gun it does 85.

FFYs have a lower overheat, but a faster cruising speed than even the FF02-M3

FF02 M3 is the fastest with its overspeed of 74 knots.

There are some destroyers that can go faster with ghost crews, but they are also easier to hit and more expensive to repair.

i do believe the ff02-01 is the fastest followed by ff-02-03 in a close second

hmmmn, what about non neutrals? is there possibly anything thats lvl that would be faster than that? with no guns armour and a skeleton crew ofcourse...

I have tried FF-02 M3 before and it could go up to 74 knts without any gun mounts.If you only use a skeleton crew with only the BO in it i am quite sure that you can go up to 78knts.
