Level up some TB's along with DB's. It's not like you have to choose one over the other.
There are several advantages to TB's: - They are more difficult to shoot down. When auto-bombing, the abrupt change in height will throw off most AA ships. When manual-bombing, most AA-ships will have difficulty in firing at your planes as they glide along at sea-level. - Once you destroy a BB's bulge, it's gone for good. Bulge does not regenerate over time like SD. Even if they run off and repair, another wave will kill them. - It is easier to hit smaller ships with torpedoes. DD's, CL's, and submarines are very vulnerable to a good torpedo attack. Submarines are especially easy pickings at the beginning of a match when they are still on the surface.
They do, however, have two big disadvantages: - Most BB's carry an absurd amount of bulge to protect themselves from submarines. It may take three, or even four full waves of torpedoes to kill a BB. Your best bet in these cases is to spot which ships are either a) Already damaged by either Kita or sub torps and aim for those, or b) Armored, since ships with lots of deck armor generally don't pack a ton of bulge. - BB's can easily dodge torps if you don't pick the correct attack angle. You have to bring your bombers in close in hopes of making more hits count, thereby exposing them to high concentrations of AAW.
Dive Bombers have their own advantages: - They are easier to use and aim. Point and spam-click generally suffices. - You can easily kill or cripple BB's with a single wave of planes. Low-level BB's will be one-shot. No need to break through bulge. - The are more difficult for BB's to dodge. Usually, all you have to do is wait a bit for their overheat to run out, then nail them.
Disadvantages: - They are easier to shoot down. Most CV drivers tend to leave DB's at default height, since that's where they need to be for auto-bombing, leaving them vastly exposed to enemy AA. - Manual bombing is far more difficult with dive bombers than torp bombers. - It's difficult to kill smaller ships, since they tend to be more maneuverable. - They still need to break through SD to damage higher level BB's. A few waves may be necessary. If a BB is not killed outright, they are able to run off and repair, restore their SD, and make all your effort worthless. - Smoke will throw off your targeting lock.
Overall, I would choose DB's over TB's. DB's are easier to use, do more damage, and aren't negated as easily as TB's. Still, there's no harm in training some of each.
