when u look at the sailor tree it has a lvl you need to be at plus the amount of
points not CREDITs you will have to use to lvl him to that class

eventually come along?

radio man is the first class on the tree leave him be and you will see he gets choices.
look at sailors class information

DONT class every sailor as radio man you only need ONE total doesnt matter what
nation he is he still works after lvling to you own nation dont bother lvling him
anymore unless you want to be a leader of a fleet
