6.1" triple's AP shells?

Is it a bug that the 6.1" triples go through armour with HE, but not AP shells?

1. The armor wasn`t thick enough for 6.1"
2. The HE shells hit not-armored side (deck or belt)
3. The AP hit at low angle
4. Your eyes were bugged
