In blitz, the guns and torps actually provide useful amounts of firepower. (Yeah, it's not much better than an Agano, but with the better FCS and closer turret spacing...) If you're in a CV-heavy room, fighters will lead to hilarity. (You will be able to shoot down a surprisingly large number of scouts and bombers, even with T1s)
In GBs, I try to cover a flank with local fighters for point defense. Depending on your pilots and skill, this may be more or less effective than AA. The guns/torpedoes can be effective against rushing dd/cl/ca/ss (bring a towed array?), but are lower priority.
If you're in it for xp/fictory only, the fact it can hold 8 crew (besides the BO), while the Hosho is limited to 5 may be a bonus. Also, it's available before the Junyo.
