First you'll need a BO at 38. You'll also want to level 2 torpedomen as well. The first torpedoman is more important- US SS1 and SS2 only have front torps. However, when the time comes, you'll probably want to have another torpedoman when you get up to SS3.
You'll also want a planesman and a sonarman. The planesman is critical, because it determines how long your sub can stay underwater and how quickly the air recharges. The sonarman is still somewhat important, since he will determine your sight radius when you are submerged. The other really important thing to level along is an enginner. This is a sailor that will take a while to really shine, but if you don't have one, you are really going to suffer because a sub is pretty slow (at least the lower level ones). As an afterthought, you can get a gunner as well.
What most people do is level up their SS crew (BO, gunner, torpedomen, sonarman, planesman, engineer) on a DD and do ASW work. The torpedomen can be used to operate depth charge launchers (or just torpedoes). What I learned the hard way is to only use the SS1 for fun/familiarizing yourself with using a sub. Trying to level the crew will be torture because the SS1 (particularly US) is not that good, its slow, with very little displacement. Use a Somers or DDX. Leveling up the crew through sub hunting is very rewarding because getting a sub kill in GBII+surviving/winning will give your crew very good exp; if you are impatient like me just grind them up on ASW ships or AA ships (for the expert gain).
People will say US SS is crappy but you know what? If you have other US sailors/ships (like I do) you at least have the advantage of possibly already having torpedomen/gunners/engineers already leveled, and also ships that the SS BO can't use (like most of the cruisers on up) to level a crew on if leveling a SS1/SS2 gets tedious.
