Do you have a second set of gunners that can be used for AA? If so, the Tenn 41 has an advantage over the Penn 30 (it can mount semi-viable AA). Otherwise, the Nevada is superior to both of them (unless you have some level 110+ engineers lying around) due to the larger scout space and higher speed.
Arguably the best course would be to work on your Alaska line BO, as the Alaska/Guam can contribute more at-level (speed, scouts, AA). The standard reasoning for going with Pennsylvania (which I followed) was that taking the Guam up to the Colorado was clearly the best choice on that line, so going with the Pennsylvania gives more variety (the Penn 43 plays differently from the Colorado, while the Tenn 45 is largely similar).
Anyway, the Nevada is only "bad" because you are stuck playing a BB1 against BB456. If you could take on other BB1s (especially at-level ones) near-exclusively, the balance improvements would be obvious.
