Because you never have a blockshot spread with 90% of the gun in NF. Shells will always fall further or shorter, hence, the reason of first lvl jump and second level jump.
Main range, is where the majority of the shells will land.
The first lvl jump gives you an idea, that the shells will land in that zone frequently.
The second lvl jump gives you an idea, that the shells will, from time to time, land in that zone. The chance to get the 2nd is more tiny than the first one. However, if you took it to extreme, you can use it to outrange some ship that is supposed to have much more range than you do.
