As you can see, you can keep your sailors as "special forces" because the crew growth
remains the same when classing to rookie pilot, and the aircraft ability is not activated
on bombers, so the lack of growth in aircraft won't change your bombers true ability later.
Quick answer : yes you can keep them as special force and use torps / hhs / mines.
