Soviet nation testing:

Stage 1:
This stage is mainly verifying and bug/error hunting. This means going through all ships
and possible setups and identifying problems. Most of this can be done in very small
groups (even alone). This stage will be short.

Stage 2:
This can be started as soon as we have identified and removed (or scheduled the removal in
case of minor bugs). This stage consists mostly of getting a feel for the ups and downs of
the soviet ships. Identifying strong and weak points and getting a feel for it ingeneral.
This means we will have to play the nation against all other nations. Aslo we can identify
the things that need adjusting in this stage.

Stage 3:
This is the stage where we need larger groups of people to play against eachother with
all nations present. In this stage we can test the changes we proposed after stage 2 and
discuss about balance adjustments to make sure the Soviets will fit in with the other
nations. This stage will probably take the longest.

MN (re)balance:
This will be similar to the Soviet Stage 3, but then for MN.
