There are two options available to you:
You can start your own Squadron, which requires a level 26 radioman, and costs 200k
credits. There is no minimum number of players, but the maximum number of players is 40.
Or you can start a fleet which requires you to have a level 50 radioman, a million credit.
and a minimum of 10 players.
Based on your post I would imagine a squadron would be best suited to your needs. To make
a squad, make sure you have your radioman loaded in the red circle at the bottom left of
your harbour, right click him, click Clan, and find where it says Establish a squadron.
You should be able to work it out from there...
BTW, AFAIK, you only need lvl 80 radioman if you want to participate in HA, which at the
present time, you don't.
