So what will the Soviet Mch. Gunner do? There doesnt seem to be any guns
available to him.

SN Mch. gunners has been disabled.
SN AA is better than UK/USN, but worse than IJN/KM/MN

Which raises the question, Is SN AA worth it? If so whats so good about them?

It does nothing and hopefully it will remain so that you can't class to it.
SN uses normal gunners for AA
