What are the best AA guns for PCV?

As title sais. I have some EBVE reload, and I just want to know which are the best.
Gunners are only lvl 89 though so.

And the only downside is that you can only load AA

I would say the lvl 20 guns. I think they are 3.5". I used em on my Richaleau w/ lvl 93 gunners
and they are really nice. The golden angle is 25 so the range is amazing just remember to start
firing early.
