How many engyneer needed to go with 40-42(knt) with a BB5?

That totally depends on the BB5. Pick a nation, ask in its forum after reading the
stickies on ship setups, which may already have your answer.

You can put 1 or 2 or 9 or 10 or thousand engineers if this game allowed, but some bb5
will never exceed 39 knots,etc.
