Sounds like the mystery chat bug and restarting the game is the normal fix

yes i know but when i type nothing comes up and no1 has been talking for a few
hours i cant even whisper to people and it doesnt say im in a fleet channel although
im in a fleet

Make sure your chat window is up, press f12. Or click the chat window button near the
bottom of the screen, it's an arrow icon.
