Napoleon, are you really thinking what you're saying? should we Laugh now or you're gonna tell us when to start?
You got BB/CA/CL for shoot ships, then you got AA CA/CL for shoot planes, there are DEDICATED AA ships in the game, what means Dedicated AA Ships? Ships that should play AA.
The AA Shells deals no damages to ship (which is dumb, imo, but ti's not the subject here), the HE/AP shells deals no damages to planes (which is also dumb, how would a 16" shell pass through a fighter witouth damaging it? well again out of subject).
A GOOD (I said Good, not Spamming) AA ship is as much usefull as a BB in a Team (since it's currently your point of view) shooting down Fighters/Scouts (preventing ennemies to have sight on your ships) and shooting down Bombers (preventing your BB to get shot/finished by a bomber run.) It's not a story of grinding or whatever, sure shooting planes makes you earn Credits and Experts at a better rate then everything else, but it's not (in most case) the first goal (except may be for experts) it's more a "Strategic" choice, having a Good AA ship is good for :
1 - The CVs can focus more on Scouting than Defending/Fighter Covering/Counter Scouting.
2 - It's a good input for the BBs AA (even the BB using AA are becoming rare).
3 - The BBs using AA can focus on Ships attacking when they're in range w/o having to take care of the planes incoming (already tried to shoot a BB5 while having to shot down a wave of DB? It's a hard job).
So yes there are "unarmed" AA ships, most of the AA ships don't have to fight Ships, and if a DD reached your flag ship, it's may be because you have fail BBs that let the DD pass the line, or either your BBs are all dead, which wouldn't make a change if there was or not that DD.
For resume, pointless Topic.
