The best thing for you will be to plan ahead. For a BB6 you will need 14 sailors... now you need to train 2 more, but if you don't plan ahead you will need to grind even more sailors to higher levels.
The best tactics would be: 1.- Plan ahead: Roll 14 sailors now with base 11 and up. From what I understand, you already have 4 gunners (2 main, 2DP), 1 support and 1 rookie pilot. You will be needing 7 more support sailors. The standard support would be 4 engys and 4 Repairers, but it may vary from nation to nation... I don't play IJN so I wouldn't know the best setup for supports.
2.- Level a second BO: With 14 sailors, you won't be able to load every one of them in the ship you are in until BB6. For that, most people level 2 BOs going to 2 different BB Lines. With this, you are able to level for example, gunners/engys on one BO and gunners/reps in the other BO. Gunners should always be higher level than the BO and with this tactic you will achieve that. Leveling 2 BOs would allow you to keep your supports balanced.
3.- Use the ship that gives most exp for your sailor level: There is a ship to sailor level ratio on the exp you get. In this link you will find a table for that ratio... always be in a ship that maximizes the exp gain for your lowest level sailor.

With this you will be able to grind all the sailors you will need for a BB6. Patience is the key... if you leave a sailor behind it will be harder to grind for it.
