if u use P project 11" L gun, your range will be 32, about 1.5 short than the scharnhost N gun.
if u mod this ship into BB2, the 14.96" L will be range at 34 (average pbb range), and its 11" L gun range at 35.x with awful spread.
I don't super vet the gunner, the spread is capped at level. But I keep the gunner at full of expert, at every level which cost me expert pack :-) I think this help bullets to align into a line, without any good to the spread.
In my believe, spread seems to be determined from accuracy when I join game. alignment between turrent will be calculated once I hit fire. and the alignment between bullet will be calculated once the bullet hit.
I could see the bullet fly with good spread but when it hit the splash may appear near another ship, which is awful tho
It will be hard in KM, you could choose to play with AA, and burn the expert you gain in everygame(gunner & engine), getting demonic sailors in the end
