100 Vets + full experts on gunners is plenty to cap by end game. Over 100 Vets will give you room to trim for weight.
There is a repair cap, but for any nation running AA you'll likely need over 150 vets on your reps to reach it by end game.
There is a speed cap but no OH endurance cap. The more vets on engineers (up to the 40% cap) the better. More OH time is extremely useful. As long as your hitting the speed cap, generally speaking your engineers are fine (100 Vets and a few levels above ship level is usually sufficient). Also keep in mind rep/rest value on engineers adds to the ships ability, but engineer value on other sailors does not.
Best sailors you can have will be full experts and 40% vets, +12 or elites (+15 for sailors using pot value).
