As a gunner your torp man will stink. He's already taken a -7 to accuracy and -7 to reload
in the switch to torpedo man, so for the 17 levels between level 25 and 42 he's lost 119
ability points making him similar to a 9/9 or maybe even 8/8 base stat gunner. And, of
course, he'll continue to advance at -7 of your other gunners.

My suggestion would be to sell him. If you keep advancing him you're not going to find a
high level player that wants it - CA/CV/BB playing style doesn't really have much use for
Mark 15 torps that do 12K damage.
