Actually, the Agano is available at level 28 still, but this is part of the bug which appeared when Team NF tried to allow existing BO's to use the new DD's.
Basically if you had a Jap BO at or above the level to buy the Tsukikei (I had a Jap BO at level 25), you can no longer select any ship above that on the Jap gun line (I cannot select the Tsukikei or the Agano, and suspect I can't get the Mogami either) and can only select the Tatsuda on the Torp line as the next ship.
I have not selected that ship and I would recommend others not to either until the bug is fixed or you may be stuck on the Torp line instead of the gun line.
