I think the basic strategy, when you have both strong BB, and kita, for winning is simple:
Kita control natural destroyer attack routes: BB/Block CA attrition enemy fleet CV attack enemy kita/cv/bb/high-ca and give fighter cover DD do AA as well as do makeshift torpwalls, and fight leakers that weave the torp wall CL acts as an scout carrier and oversized DD
Basic deployment: Kita either is placed at front, opposite of main enemy concentration for torp walls or behind screening DDs. The kita can also crush flank attacks and close encircled pockets if possible, but not as necessary.
BB control the center and NOT sail north/south to the edge, but at hold around 3/4 of the map.
CA moves to plug any holes in defense
DD/CL is placed alone side the entire battleline to scouting, as well as in front of BB as screen and AA.
CV is far back.
