Get Fubu first. Since you only have 3 Arms, get another one. Have your two highest
level arms become torpmen (turn them into torpmen right when they can, any later
and they will lose ability), and have the other two arms become gunners. Also, get
a neutral sailor with high potential +14/+15 and have him only have 1-5 recruits, put
him on your Fubu with only Torpmen and the BO (the Fubu should go no slower than
57 knots overheat) and then torp your way. Keep torping until your neutral is
between lvl46-53. Then change him into CV BO and you can get yourself a Japan
CV. And your Torpwhore BO can be close to CA and 12 levels or so from IJN BB.
