Reload time with gunner pair

I have a gunner pair with lvl 42 and same stats in acc and reload, but they fire different rates. It should be that both gunners have same rate of reloading time. Dont they??? One gunner is allways faster then the other...

Its a difference of 2 vets and 5 experts. But this can be such a big difference?

Did you check how many veterans and experts they have, they make a big difference on your gunners ability, to check, go to recruiting button and that will show your gunners current ability.
