For your info, I eat locals with level 73 T2 fighters, 70 vets and 100 experts. Shame you play on MO, or I could have demonstrated.

I would like to mention IJN HAS NO MACHINE GUNNER WEAPONERY. Yes this means that you either have wasted your time training them, or wasted money buying them. Either way, they are a waste of your time and have 0 value.
With you being in a CV2, it is ever more important you utilize ever slot of your ship in your disposible into training pilots. Your situation at the moment can be related as a BB using 1 of it's 4 turrets, with underlevelled supports (meaning that you will perform badly against other CVs)
I would strongly recommend you halt on your CV for the moment and firstly get an Oyodo or Mogami. In it you put the stuff you need to train (underlevelled fighters, medic and gunners). Don't fit your higher levelled fighter in - your goal is to first equalize the gap between your two sets of pilots. When your pilots have reached level 55, you may start running T1s. Level 55 pilots in T1s are really effective when I had the same problem like you.
The hybrids are good pilot trainers, whilst they don't take a CV slot. They are perfect for assisting places where your team's CV lack protectin over, and you may chose to run both locals or fighters. Either way, you would eventually catch up with your other pilots.

That is wrong, that is wrong, that is wrong and that is wrong. A CV may chose the style he wants to play. They are NOT servants of BBs, nor are they the tool for providing sight because of the BBs incompetence to launch or even get a freaking scout.
