From the data I've seen, there isn't much benefit to getting elite supports. The extra
amount of overheat/repair from an elite engie/rep is less proportional to rolling base +12
sailors with 10s or 11s in secondary stats as per this topic, 6th post:

I would suggest saving money and/or putting saved money towards experts and vets.
And on-topic, my setup is 6 engies, 4 reps, and a spare set of AA gunners just in case.
Your setup also looks wonderful. It may be useful for you (if you use your setup) to also
level up another rep just to see what each way is like.
