How do UK subs fare compared to the subs of the other nations?

They're okay - I'd say they're comparable to MN in that they're a bit faster and turning, but more limited than US/SN in torps/tubes effectiveness. Like US they also suffer from what feels like a higher failure  rate with the torps.

I think UK ss5.5 A type is a  90% US ss5.5 Balao.

UP!

Is the failure rate that bad?

If you ever heard the deck gun of the UK SS5, that is a Mini Battleship..

The U.K. SS5 M-Type may have a big deck gun but it only has four torpedo tubes, so its firepower is limited in its submarine role.  I wish that we could remodel it with no scout plane and fit two stern torpedo tubes in its place.

Sadly can't, in the real world, that sub only had 4 torpedoes tubes. And all in the bow (front) so no stern (rear).

As you know that ss is a cruiser submarine, like France ss5 Surcouf. But, for the France one, it got rear, and more tubes in front, but reduced deck gun into dual 8".

For the M class submarine, it has huge storage for torps for 4 tubes submarine (you can put 10 or more in each tube without carrying any 12" shells). This is because that submarine is also designed to carry gun shells too, so not only torps. But it will also put more weight (displacement) into it. So, for example you put 1 bid gun shells (40), then you only can put around 7 or less torps on each tubes if you use it with high level crew. Remember the shells is more heavy than the torps.

Overall, the M class submarine has very nice turning force than UK ss6 A type, and also has same speed with her. Even the submarine is almost 2 times bigger than A type.

And for the deck gun, it has more damage than the regular 12" in all nations. But, because the gun using ss FCS (Firing Control System), it had avery low accuracy for long range (40:5 even you're using high level gunner), of course you will run out the ammo first, if you want to score a hit with it.

For the torpedoes, so far I only noticed it had more damage (since only 4) compared with A type. And also, less dud.

I think it would be more accurate to describe the M-type as a submersible Monitor.  A Monitor was a specialised naval vessel designed for coastal bombardment.  The scout plane would have been used to report back on the fall of shells.   This does not have much application in the context of this game.
