you can put that guns on ship, only no space for shells left.But most important reason, its a game.

Not all ships are accurate, take the Pensacola for instance, it is supposed to have 2 turrets of 8" (dual T-1, triple T-2) forward, and 2 turrets (triple T-3, dual T-4) aft, but in game it has only 1 turret forward and 1 aft.
