This isnt gb... The level cap restricts most nations under BB3.

However they worked hard for their harbour, they invested money to get their rentals, and then pay additional money to use them, more right to have rentals there than to have Prem/EBBs.

BB&CA mode is limited to levels 85 and under. And since the rental ship is under level 85 I see no problem.
