If you're not in a fleet that has more than 50 people, then knowing about it is moot.

HA is Harbour Assault.

Two fleets (defender & attacker) battle it out for the control of a harbour.

 
A harbour gives you various benefits like Rentals (Advanced versions of ships in a particular nation), repair discounts on a BB6 and bragging rights.

repair discounts? on a bb6? I thought you were in a fleet with a harbour. Surely you know you get free repairs for all ships of the nation of the harbour.
