Here is the written rule:

CV Select and CV War Room:

1. For a CV to participate in a CV select/ war room, the CV must have bombers
loaded with bomber pilots regardless of the armament carried by the CV.

2. For a CV to participate in a CV select/ War room, any CV3 or above MUST
have both fighters and bombers loaded. CV2 and below are allowed in with only
bombers, but are recommended to have fighters as well.


The key here is being able to make some damage with planes. If you don't have a setup that allows you to damage any enemy CV with planes, you can't play.

Actually, no.

The main part about CV rooms is gunning down the enemy CVs relentlessly. At least in CV select mode.

Hint: If you have 1 FP and 1 DB with one plane each, you easily qualify for the rules and still have enough room for a BB crew and stuff.

I understand there was some confusion introduced by a misunderstanding from TeamNF. Apologies for that, but as you can see from the relevant excert, it is quite clear that FW only CVs are not permitted in CV Select Mode or CV War Rooms irrespective of ship armament or CV type.

And technically kinluu one of each would not be plural (which the ruling is) so if you want to play literally with it then no you cant do that (and that includes Bomber pilots as well).

I think that clear the issue btw me and a mod which I won't name.

Personally; Just make the map NWO2, and give 0exp/credits/points for retreating out of CV War rooms.
