I just found 2 other threads talking about this. sayin type 90 are better. Not for the reasons I was thinkin . But I guess its been answered many times.

3 in BB room

Type 90 have marginally less range (barely noticable especially with at lvl gunners).
the shells deal more damage to larger ships due to higher weight (even with less HE damage) and smash through most normal armor setups. 

the greater difference is the spread....if you have at-level gunners your spread with type 90 will be huge, type 3 have small-block shoot spread almost every time....with high level gunners the spread is the same

so in resume:

type3 spreat vs type90 damage

Type 90 is very high damage of shell because of its shell weight, but shorter range than type 3.  Type 3 is longer range than type 90, sometime in GB room, it is important.  I suggest you select type 90, you dont need carry any AP shell.  Type 90 can through any battleship's armor including any BB6s.
