Can anyone tell me what they think the best balance between number of fighters, TBs and DBs are for Oyodo? And should i use the J7W shindens or the other fighters?

IJN TB are generally sub par damage wise so you should use DB instead.

T1 (especially at level) is a tragedy so you should use Shindens instead.

I'd say 10 DB and fill the rest with shindens...
Or use shindens only to kill scouts and bombers (just remember to micro them back since Oyodo has pathetic aircraft space).

Eufonioum
-Do IJN TBs if you don't want to get a CV3+
-Do IJN DBs if you like to piss people off - both allies and oponents
-Do lolcals (J7W) if you want to get decent exp but get yelled at - by your allies and other bomber whore CVs
-Do T1 fighters if you want to provide free food to the needy (other CVs)

Bottom line is, Oyodo is too small of a CV, that you really can't have an impact on the game whether you run fp/db/tb (unless in teh nub Blitz) I think you should just get the Mogami and AA your derps off.

If you run the oyodo as a pure floatplane tender ( scouts ) you can drop mines along the path of unsuspecting ships and subs, or you can run locals and chew up scouts and bombers, or you can run TBs and manual TB some subs and smaller ships, be very careful and manage your planes, and keep her moving from place to place and you will do ok in most battles. ( for fun i run a dedicated oyodo crew, 2 torpers, 1 gunner, and rookie pilot, fighter pilot, & a torpedo pilot, and an engy )

If you are taking the Oyodo into GBs this would be my setup. 2 gunners with HH loaded. 1 sonarman in support slot since your a CL. 1 Ftr and 2 DBs. Use locals and highest lvl bombers. Scouting is for CVs and BBs using thier scouts, not the Oyodo(IMO). The goal is to support BBs not scout for them. Do this by sending up locals to kill enemy bombing runs. When possible send 2+2 bombers out to damage/ snipe injured BBs. Having the HH makes you a very useful support ship as well.

PS: if your really smart use 2 special forces sailors for the HH before they are at lvl to class as pilots. This way you will end up with 5 pilots by the time you get to the Hosho.

THIS.

If you have low level pilots and have mines from the store or from free event drops, then aerial minelaying is the way to go for CV1 level pilots. Scout planes are smaller than bombers so you can carry more of them, they load faster so you can launch more, and they don't die to automatic AAW fire when you drop their payload. And having planes left at the end of the battle that can scout is invaluable to your team.
