Its the same as the EU server. If you join a fleet you are under a 10 day penilty. If you leave a said fleet 2 days later after joining, or even 7 days, you still have to wait out your 10 days. So I join a fleet (unknow 1) on Jan 21st, I can not rejoin another fleet (unsaid 1) till Jan 31st, even if I leave the fleet on the 25th or even the 30th. I cant join a fleet till the 31st. Only difference is EU server is a 20 day penilty from join date till end of penilty.

The only downside to them implementing it this way is that players can still Merc for a fleet the week of the declaration. The initial poll was to make it so that players that have just joined a fleet cannot participate in an HA (or other event like that) until after they have been in the fleet for 10 days. This would extremely reduce the point of Mercing since it wouldn't be guaranteed that the fleet a player is Mercing for would be participating in an HA when the penalty was over...

I have a feeling this will play out like the previous "new accounts default start on Kaiser" thing: after feeling out responses for a while, I'm pretty sure they're either going to go back to the way it was, or hopefully something like the old way but a firmer penalty. This new way grants way too much incentive to merc, even if a player regrets it right afterwards. 

the penalty system doesnt work properly, we are currently reforming the fleet and have had several members who had been in the fleet since months/years (membership since before the server merge would certainly qualify i would say).

if you send in a ticket to have it looked after there is no help in any way..
(not from the ticket of players themselves and not from the ticket of the fleetmaster, as the gm's request in the previous ticket)

so dont count on not receiving a penalty, and dont count on any support to have the removed.

You sure you getting no help? I had around 20 penalties lifted last week..
