you want 1 type of bombers, IJN has better DB than TB, so DB it is.

and you should lvl up at least 4 and preferebly 6 FP.

if you also lvl up 4 db pilots you can switch between a more bomber heavy setup and a fighter heavy setup. but if you only lvl up 8 pilots in total they wont fall behind on the BO as far as otherwise.

plane load on the hosho doesnt really matter to much, since it's only a small part of the road ahead, to your end tier ship.

since hosho is a blitz lvl ship, i'd suggest a bomber heavy setup.
(or lvling trough blitz with 2 db & 3 fp, 2 times, which would give you the pilot setup you need, and a 2nd bo in the other cv line as well)
