It might be possible to powerlevel it a few levels but i wouldnt take it too far, longer you wait to class the bigger risk you run of losing too much.

I personally don't usually powerlevel past BB3/4

Well in fact i have this thinking because my KM BO (initally having pot +14, eng rep +11) works fine on my H44, and it has +16 potential just like elite one (+2 for classing as BO), so just thinking if there is other penality on late class BO.

I've powerlevelled my us bo bb to 103, base 14 non boosted, it works as a normal bo 

I've heard of it at least three times now --- Yes, you can plvl a BO until bb5 lvls. One suggested boosting it though..

My RM BO I PLed to 89.
He had more than 100 vets though, with a conversion event and a good conversion streak helping out. Good thing too though, cause at lvl 89 he could just about spot BB4 shells at max range.
He is an elite repairer ( 9 pot base). 

Elite pot, pled to 103 with 109 vets should be no problem.

Not a problem even class @ 120

power lvling works fine if you give ur sailor nation... personaly i had experience with that and it works... a bit more vets to lighten up BO but it works.

No boost with 109 vets/experts? Not going to work well. Try to get 140 vets/experts.
