Imo best bb6 is Nebraska(usn) , the ship have the best balanced overall parameters some of them you mentioned in the OP and some you forgot! So what additional parameters you should consider to check before you choose your bb6 is: AA abillity,hull strength, turning speed,spread, atacking game or defensive, main guns angle! Where you want to play it GB/HA/HD/WaW I'm shure that I forgot something but its all what I have in my head now! Good luck !

Nebby or Amagi you should finish first.

Nebby is the most balanced bb6 in my opinion. 
I love the Amagi most of them all but thats for its my little lover bb6 :P 

First of all no one had said so I will: you need 14 sailor's to run a bb6.
now the composite doesn't matter as long as your BO is 120, your'e main gunners must be 120 and your AA gunner's\other support crew need's to be at 115 or higher, and the most important thing is that all crew slot's abord that ship must be manned.

Now as for what bb6 to pick:
The Nebby is an exteremly good entry bb6 cause it really teaches you how to play a bb6 hense to when to be agressive and when to back off. that's for the simple fact that it has alot of resilience to take a punch (considering you run a good set of repairers on board not least than 3 preferbly elite's over vetted boosted and experted).

After getting the nebby I would suggest to get the MN Charlamenge, allthough has the least amount of range it packs a tremendous amount of fire power and alot of speed - will teach you how to rush properly in a bb6 as far as knowing to get your'e angles down acording to the target's movement.

Above all I dont recommend getting the Kaiser as your'e first bb6 as its very hard getting used to that ship + you need to be supper expert at picking when to run otherway's you almost certainly going to get your'e self overwhelmed by other very fast ship's + players who know's the wecknesses of the Kaiser.

I dont have any recommandation's as far as cv cause I nearly dont play them.
