I'm guessing you meant to say "Since the word "and" can't start a sentence.", actually it can and there is nothing grammatically incorrect about using it at the start of a sentence.
And, whilst fluently is more commonly used, using fluidly is perfectly acceptable. They both originate from the same latin word 'fluere' to flow so either can be used.
As for "the" not being needed, it also isn't wrong and I would most likely say 'use the correct grammar' over 'use correct grammar', but it is a personal choice.
But then fluent doesn't mean grammatically perfect anyway, just able to express oneself. So you can add the language back :D.
