Is there a shortcut to filling up a sailor with recruits so you don't have to click multiple times on the increase by one arrow?

Right click the RCT button will refill all missing recruits :)

Also note that if you have a mouse wheel, moving that up and down will work on the RCT screen for rookies and for armor as increasing and decreasing (goes much faster). Right clicking is best for rookies though.
