I shouldn't have said "decrease" the cap. By decrease the cap I mean the reload time is shorter.
Once a gunner has reached the cap, a boost will have no further effect. The cap is independant of how the cap is reached. 2.7m reduces rate of fire by 60%, how you aquire that 2.7m ability doesnt matter.
While a boost increases ability by 20%, it could be interpreted as requiring 20% less ability to reach a cap. But that isn't a very useful way to measure an unboosted sailor.
The only exception would be WaW where no such cap exists, where ofc a boosted gunner will reload faster than if he wasnt boosted.
