I've been finding that it's more usefull to run anti sub launchers instead, but my playstyle is skewed by my burning hatred for all things torpedo. The Strasbourg doesn't really have enough T slots for AA in my opinion. The Richelieu looks like it can carry an awesome AA battery though, I can't wait for that.

Exactly. Use Strasbourg with HH instead of AA, because the T slots are too close each other to make an effective AA fire.

Richelieu can carry effective AA and HH at the same time. before the last change to the ship it was almost the best AA ship.
