With the this correction to the Border Penalty, I feel that the Border Penalty should return to HA rooms.

The reason that we were given as to it being removed from HA rooms was because CVs couldn't bomb ships that were on the border, and this correction is removing that issue so now there will be no reason to not have the Border Penalty in HA rooms.
