I agree matching the XP with GB i think would turn this game around.

I agree, if the XP was the same as GB it would allow players to develop their skill's in a BB/CV/SS 1-3, so when the level out they are ready for GB. 

i do agree with buffing the exp in skirmish

but at the same time i also want the lvl cap for bo and other sailors to be lvl 88

Who told you skirmish had lower exp? Whoever did has their information very wrong.

The deficiency of exp comes from the fact youre killing lower level and tier ships resulting in lower personal and team attacks. Which gives you less exp. Also the loss of hitting higher tier ships (i.e bb2 hitting bb5) will also cause the exp to be lower. 

Skirmish does not need an exp boost. It needs fixes to let it remain similar to blitz with a crew cap otherwise its fine.

xp rate might be the same, but the amount of ships (and the ones in there are very small)
is so small that you can't get a satisfying amount of attack (& therefor XP) out of it.
