The general concensus is that 850K true ability is the cap. Reload is capped at around 50% of normal reload speed.

Torpedo reload cap is ~1.06 mil true ability now and probably will get higher after SS5.5 introduction.
when aldabert tested this cap, there were no high lvl torpedo launchers which would require higher true ability to cap their reload.

I knowe two values, 1. for surface torpedos which is 850k, 2. for SS torpedos which is 1,05M, and is for all nation. Reload is decreased by 60%. example from 10s to 4s.
