I just start my journey in navyfield. It maybe a stupid question.

Yes they can.  XP problems stem from sailor level vs ship level.  BOs cannot use other other nations, specialized sailors such as guns/pilots cannot use armaments of foreign nations.  Supports only work to a limited capacity.

What are the nimbers in that reguard? Is the penitaly low enough to the point you could replace your own repairman with a RN one?

I apologize about the lack of info.  I'm a bit busy so I can't dig up the info right now and I didn't want to put out any fairy tale numbers.   Allied nations do work slightly better (ex USN on RN and KM on IJN) but it's not really very good.   If memory serves, I believe vets become disabled as well so the times I've placed "foreign" sailors on my ship, it was just for leveling and expected nothing in return from their ability.

Hopefully someone with the exact numbers can wander in here but I believe I've got the general stuff right.

As said above.. Leveling only. Dont do it otherwise. Even a base 9 rep is better than going off nation iirc.

IF i'm remembering old numbers that i only saw once and long long ago ....
(and this was in regards to medics - some nations have them some don't)


allied nations work at 80/60% ... non-allied nations 60/40% ... or somewhere in ballpark


*may or may not be the exact numbers and may or may not be outdated information



as said above .. if you put a foregin nation on a ship .. its just to fill an empty spot for bonus leveling ride-along .. you shouldn't expect any working help from them ..

On an allied boat : if you use allied sailors (from another country) they will work as they should except that only rookies and experts will be counted (ie : about 60 - 70% effective form a normal VE sailor). Axis salors on allied boats won't work effectively.

On an axis boat : same logic than previously, just use the opposite way.

Exception with MN sailors who can work on both Allied and Axis ships. I don't know if it's the same case with RN and SN sailors.

For example, With a typical 120MN crew, I can reach the OH speed cap of any BB4 (but doesn't last very long). 

Exp is not affected by the nation but by the boat as said in others posts ;)
